No intentional/in-universe examples, ala the Nominal Hero.

Adam Malkovich became this in Metroid: Other M as he had Samus go through an area of intense heat without letting her use the Varia Suit until a boss fight and later shot her in the back.

The Garbage Pail Kids in the movie terrorize the town on a daily basis with non-formulaic antics and irritating behaviour for no good reason and treat Dodger poorly even when he tries to make sense of them.

Now for a set of unlisted examples:
Leena Toros from Zoids: New Century might be this as to quote the Scrappy Page for Anime:
"She attacks Bit for the slightest infraction, from breaking his back for setting her up on a date with Harry to attacking Bit with her Zoid for accidentally walking in on her in the shower, and attacking her own teammates so that she is the sole winner of the fight."
◦ Who's to say this trope could apply to tsundere characters(who were supposed to be considered heroic) when they take their actions to unheroic reaches(like Minami from Baka and Test).

Kaiser from the banned episode "The Legend of Dratini" could qualify,  I mean seriously, who would aim guns at kids  who just catch Pokemon with Pokeballs in order to protect a Dratini.

I consider Andy Panda's portrayal in "The Painter and the Pointer" to be this as result of a poor attempt at reinventing  the character as a jerk(Would you really shoot someone for not holding still for a painting?), as a result, Walter Lantz never allowed this interpretation of the character to be used again.

Here's this from the Scrappy Page for Ads:
"Welsh pop singer Duffy became Scrappy to viewers all over Britain when she appeared in an infamous and widely mocked advert for Diet Coke. The ad showed her stealing a bicycle and riding through a supermarket while singing a horrible tuneless version of a Sammy Davis Jr hit. Duffy was meant to have been the face of Diet Coke throughout its "Hello You" campaign, but the advert was so poorly received that she was dropped."

General George Armstrong Custer from the infamous Custer's Revenge.

The Stargate from Mario and Luigi: Partners in Time might qualify due to the horrible way he treated Luigi.

Part of the reason Corporal Capeman from Inspector Gadget is hated is because he was a HUGE JERK towards brain.

From Disney's Chicken Little(2005):
Buck acted like a neglectful bum who only came to his son's(Chicken Little) aid when it seemed to be beneficial to him.
Runt of the Litter for allowing the distortion of Foxy's mind to be intact.

I don't know whether this is a designated hero example or a nominal hero example (I believe that Shylock is supposed to be sympathetic), but I'm going to say it anyway. The Christians in the Merchant of Venice are designated heroes. They steal Shylock's daughter, abuse him and make him life a living hell before he tries the pound of flesh bond. However, that bond is denied him because he's a Jew, and then he loses everything. Finally, they decide to force him to convert to Christianity too, making sure that he doesn't even keep his religion.
